Damond Smith

Grants Management Officer United States Department of Transportation (PHMSA)

BIO

Mr. Damond Smith is a Federal grants professional that is currently serving as a Grants Management Officer (GMO), with the U.S. Department of Transportation, under the Pipeline and Hazardous Materials Safety Administration within the Acquisitions Services Division.   

Mr. Smith has a long history of federal experience in the areas of Grants Management, Financial Systems, and Audit Resolution and has worked previously under agencies U.S. Department of Education, U.S. Small Business Administration, and U.S. Department of Labor.  His  career in financial assistance and audit has guided him to concentrate on overseeing and providing technical assistance for a myriad of federal grant programs.  As a Grants Management Officer Mr. Smith is responsible for the programmatic and technical aspects of the grant administration process. The GMO works in partnership with grants management staff on post-award administration, including review of progress reports, participation in site visits, and other activities. Additionally, Mr. Smith is responsible for the interpretation of grants administration policies and provisions and is delegated the authority to obligate financial assistance on behalf of the federal agency.

He also held positions within the grants arena at the District of Columbia Public Schools and Community Services of Virginia.  Mr. Smith’s  federal assistance experience come by way of his work as a practitioner in the social services arena where he provided therapeutic direct service and case management for mental health patients and victims for domestic violence.

Damond holds a Master’s Degree in Social Work and a Bachelor of Arts Degree in Sociology & Finance both from Barry University (Miami, FL).
